It does turn on and off
"This product came with many attachments. What they are or supposed to be used for is not mentioned anywhere. There is a picture of the attachments on the side of the box with no descriptions or annotations. The instructions included inside the box provides some descriptions of some of the attachments but the provided black and white drawings of an attachment make it difficult to identify the attachment in the description. The charging instructions only provide information for quick charge, but nothing for standard charging. It would be nice to know how long to charge for a full charge or what happens if the groomer is overcharged. I do not recommend this product. Buyer beware!"
